MONAGHAN COUNTY CONVENTION.

 At Thursday nights  County Monaghan Convention county chairman Paul Curran and county secretary Sean McKenna both survived challenges for their positions. Paul Curran returned with a comfortable majority of 41 but it was a much closer call for  Sean McKenna who had just nine votes to spare.Although the  elections for the top positions  failed to generate any real  excitement in what was overall a very low key affair with little by way of debate either on the reports or on the motions that had been submitted. Paul Curran in his chairman's address said he was going to concentrate on administrative matters as opposed to team performances during the year" and stated that the implementation of the Strategic Development Plan would form the main plank of his administration going forward. He went through his first year and the progess that was made  having tried in that time he said to address the major issues raised by clubs during his election campaign last year and while progress had been made in certain areas he did agree that there was still a need for a new impetus in certain areas of the county administration. He did stress however that meetings of the county committee had been revamped and that the subcommittee structure within the county had been totally revised. He also stressed the importance of having stringent regulations in place regarding finance and making savings wherever possible while on the club front the fixtures programme was of great  importance and needed urgent attention to address major concerns that had been raised by clubs. He also addressed the issue of the need for further development at Cloghan and sourcing funds for the total upgrade, including the installation of television standard floodlighting, in St Tiarnach's Park Clones.

 
County treasurer Marion Donnelly gave a detailed breakdown of income and expenditure for the year with the county board finances showing a working surplus of some 25,000 euros. In giving her  breakdown of the accounts  Marion  informed the  clubs that gate receipts at club championship matches have increased by 6% while commercial income had increased by 2% and the return from fund-raising was up by 5% on 2009. There were however other areas where these increases were offset by increases in expenditure with administration expenses up by 8% over 2009 while expenditure on coaching and games development had increased by 17% but most of that was due to employing extra personnel. The biggest single item on the expenditure side was county teams expenses which amounted to a total of 368,249 euros, a decrease of some 27,000euros on 2009.

MOTIONS.

There were 7 motions down for decision, 2 of which were for Annual Congress, the first seeking a longer break, 13 days, for beaten provincial finalists between their provincial final and the All Ireland Qualifier and the second seeking a change to the wording of Rule 3.19 TO to include representatives of the Ladies Football Board and the County Camogie Board as members of the county committee. The other five motions were all proposing changes to Bye Laws so as to implement the change to Rule 3.19 TO and to implement changes that were need due to elements in the Strategic Development Plan.
