82% Uptake On Vacination
It was announced today that  the uptake for the  free cervical cancer vaccination programme has reached 82% in its first year.
The HSE rolled out the programme across the country in September 2010 targeting 60,000 girls in first and second year at school which  is aimed at preventing them from developing cervical cancer as adults
It involves administering three doses of the vaccine over the course of six months.
Each year in Ireland, around 250 people are diagnosed with cervical cancer and 80 women die from it.
Dr Kevin Kelleher, assistant national director of health protection at the HSE, welcomed the high uptake.
“These are excellent figures for the first year of the programme and are equal to or greater than those achieved in the first year of programmes in other countries, for example UK and Australia, and are a great credit to the staff of the vaccination teams,” he said.
“The staff involved in the programme are to be commended for this achievement and particularly for the impressive retention of girls in the programme, in that 97% of girls who received a first dose of HPV vaccine completed the three-dose schedule.”
The national campaign aimed to achieve an 80% uptake for a completed course of vaccinations. It also includes a catch-up programme for all sixth-year girls, which will continue for the next three years.
Parents were sent information packs and asked to sign consent forms, and most of the vaccines administered were done so in schools, free of charge.
The Government made a dramatic U-turn at the start of 2010 to roll out the life-saving vaccine after initially claiming it could not afford to do so given the economic climate.
However drug companies agreed to lower their prices for the vaccine, which saw the cost of the programme, including the vaccine and administration costs, slashed from €16m to €3m.

Government Increases Levy On Insurance Policies
The pockets of people have been hit again  after the Government decided to increase the levy on  health insurance policies by 40 per cent with immediate effect.
The  increase  means now that a family of two adults and two children could see their policy increase  as much as €220 more for health cover annually if insurance companies pass on the increases.
Quinn Healthcare  said it works hard to ensure that costs are kept as low as possible - however, such significant increases are difficult to absorb.
Aviva says it will absorb the rate hike for now - but the VHI says it will not be passing on the charge and welcomed the move, saying it is a step in the right direction towards the implementation of a proper risk equalisation scheme.
“In order to have a truly competitive marketplace you need to regulate the market in such a way that it is equally attractive to insure an 80-year-old as it is to ensure a 30-year-old," said VHI Chief Executive Declan Moran.
"As it stands new entrants to the market basically cherry pick younger customers leading to market segmentation and ultimately older customers paying more.“
The blow for consumers come in the wake of claims made by the Minister for Health James Reilly before Christmas that health insurance companies would not have to impose substantial price hikes if they managed their business more effectively.
The State provides age-related tax credits for older people to help meet the expected higher cost of health insurance for this group in order to ensure they pay the same amount net of these tax credits for their health insurance as younger adults pay. These tax credits are funded by a levy paid by health insurers.
The increase will see the levy go from €205 to €285 for an adult and from €66 to €95 for a child.
Dr Reilly said the aim of the move was to make insurance more affordable for older people. He insisted the measures had been designed to result in no overall increase of premiums paid in the market and to spread the risk more evenly between the healthy and the less healthy, the old and the young.
“Health insurance is becoming harder to afford for older people as insurers increasingly tailor their insurance plans towards younger, healthier customers.” Dr Reilly said. “The Government is strongly committed to protecting community rating, whereby older and less healthy customers should pay the same amount for the same cover as younger and healthier people. The changes I am announcing will provide further necessary support to community rating.
He said the health insurance market had become increasingly segmented over recent years with insurers offering tailored packages to younger people that are designed to be unattractive to older people, while at the same time increasing the price of plans they offer to meet the needs of older people. "I am very unhappy about this trend, and I have raised the issue directly with the insurers. This measure I am announcing today is designed to support the protection of older, less healthy people," he said.
The Minister reiterated his claim that health insurers had the scope to reduce their costs significantly and said he was “happy to work with them to identify how this can be done”.
He claimed that costs in recent times have been allowed to increase unnecessarily, adding: "I want to see these brought back to more sustainable levels in order to keep health insurance affordable for as many people as possible.”
The news is just the latest in a long line of price increases that private health insurance policy holders have been asked to absorb.
At the end of November, Quinn Healthcare increase its premiums by an average of 12 per cent, although some policies went up by in excess of 20 per cent.
The company, which has more than 400,000 subscribers, blamed the health insurance levy, which it said had already cost it more than €100 since it was introduced in 2009.
In November the VHI announced a 2 per cent price rise earlier this month on top of price increases of up to 45 per cent announced it announced this time last year.
Aviva, the third-largest private health insurance provider in the market, increased its prices by 14 per cent in March and by a further 9 per cent in August. It then announced a 15 per cent increase effective from this year.

Monaghan County Council through the County Development Board are holding a free  one day seminar entitled  Information day on Funding and Support for Monaghan food sector and related companies.
The event will take place as follows:
Venue: The Hillgrove Hotel, Monaghan
Date: Wed Oct 5, 2011
Time: From 9am – 4:30pm
Shane McEntee, TD, Minister of State at the Department of Agriculture, Food and the Marine with special responsibility for Food Safety, Forestry and Horticulture will give the Opening Address.
The aim of the seminar is to provide companies operating in the Monaghan food sector with an overall view and information on the supports and funding available to help them sustain and grow their enterprises.  The seminar will be of value to both established and start up companies but will also benefit those with a new business idea in the food sector.
Participants will have a unique opportunity to listen to what the support agencies have to offer and to meet and discuss their individual needs and requirements with the agency staff. The seminar will also provide opportunities to network and interact with other food sector companies from Monaghan.
The following organisations will make presentations at the seminar and be available for both group and individual discussions.
